Garland had signed a minor league deal with the Indians last month when it appeared the team would need starting pitching depth. That deal, however was pending a physical, which Garland did not take.
The 32-year-old missed the majority of 2011 with shoulder surgery, however it was believed that he would be ready for camp this season. Over his 12-year-career he has posted a 132-119 record with a 4.32 ERA.
